The Institute for Strategic Insights & Research (ISIR) is an independent, non-partisan think tank registered as a non-governmental organization (NGO) in Somaliland. ISIR seeks to promote policy relevant researches and the formulation of sound public policies leading to positive outcomes in the fields of peace and security, governance and democracy, and climate change.
On the other level, ISIR works to engage the public and create spaces for dialogue through the ISIR Civic Forum, which is a platform acting as a catalyst for change primarily designed to bring citizen’s voices and perspectives into the spotlight. Headquartered in Hargeisa, Somaliland, ISIR’s research and publications target audiences from other countries within the Horn of Africa.
