A Memorandum of Understanding for Strategic Cooperation has been completed between the Institute for Strategic Insights and Research and the Ministry of Foreign Affairs – Somaliland.

The Institute for Strategic Insights and Research (ISIR Institute) and the Ministry of Foreign Affairs and International Cooperation of the Republic of Somaliland have concluded a Memorandum of Understanding (MoU) establishing a framework for strategic cooperation and partnership. The MoU is the result of extensive consultations on Somaliland’s strategic interests in the Horn of Africa, the Red Sea, and the Middle East.

The MoU reflects a shared commitment to advancing evidence-based policymaking, strategic research, public diplomacy, regional engagement, and knowledge generation on issues of national, regional, and international significance. Through this partnership, both institutions will work collaboratively to strengthen research and policy analysis, promote informed dialogue on foreign policy and regional affairs, and support Somaliland’s engagement with regional and international stakeholders.
