PUBLIC AWARENESS OF LEGISLATIVE INSTITUTIONS IN SOMALILAND

Since reclaiming its independence in 1991, Somaliland has built a distinctive model of state-building characterized by relative peace, regular elections, and the establishment of democratic institutions. Central to this governance framework is the bicameral Parliament, comprising the House of Representatives and the House of Elders (Guurti), which plays a critical role in lawmaking, oversight, and representation.

However, effective democratic governance depends not only on the existence of institutions but also on citizens’ understanding of and engagement with them. Public awareness of parliamentary functions, legislative processes, and avenues for participation is essential for ensuring accountability, responsive policymaking, and public trust in democratic institutions.

This study examines citizen awareness of Parliament and legislative processes in Somaliland, identifies citizens’ priority concerns, and explores opportunities to strengthen engagement between the public and Parliament. By assessing levels of legislative literacy and perceptions of parliamentary performance, the study aims to contribute evidence-based recommendations for enhancing democratic governance and fostering more meaningful citizen participation in public affairs.
