Official Launching Event of The Horn and Red Sea Security Forum

The Institute for Strategic Insights and Research has officially launched the Horn and Red Sea Security Forum. This regional platform brings together policymakers, researchers, professionals and experts to advance dialogue and reshape security policy across the Horn of Africa, the Red Sea and the Middle East.

The vision of the Horn and Red Sea Security Forum is to contribute to a peaceful, stable, and cooperative regional order, anchored in dialogue, informed by research, and shaped by regional ownership. The Forum seeks to provide a credible, policy-oriented space for dialogue on security, governance, and cooperation.

In his opening remarks, the Director of ISIR Institute noted that “the Horn and Red Sea Security Forum is strategically positioned to reinforce Somaliland’s long-standing and legitimate call for sovereign status – not through rhetoric, but through demonstrated academic contributions”.

The forum will be operated on annual cycle. Each cycle will begin with a call for abstracts by inviting scholars and researchers, professionals and experts to submit concise concepts in response to predefined thematic areas. Secondly, the selected abstracts will be developed into full policy papers and research outputs, supported by editorial and peer-review processes. And thirdly, these papers will form the intellectual backbone of the Annual Horn and Red Sea Security Conference, where authors, policymakers, diplomats, and partners will engage directly in dialogue.
